The attached .htaccess file looks heavily customised. It also refers to PHP 7.4, which means that it must have been created for a much older version of Joomla and that it may not work for Joomla 5.This is what my .htaccess file looks like
Suggest to rename the current file .htaccess in the main Joomla folder, the folder which has the file configuration.php, to htaccess-old.txt or similar. Use File Manager in the cPanel provided by your host, and make sure it displays also hidden files, filenames that start with the fullstop character.
Check also the contents of the /administrator folder, if that folder has also an .htaccess file. If it has, rename that .htaccess file, too.
Now access both the frontend and the back end of the site. Does it make a difference? The URLs will not be displayed as SEF URLs, but the purpose of this test was only to find out, if your customised .htaccess file caused the issue.
The Joomla update does not alter the .htaccess file at all. The Joomla update alters the file htaccess.txt, but that file has to be renamed to .htaccess to activate it. Now rename the htaccess.txt file to .htaccess and hopefully the website will still work. Some adjustments may still need to be done in the .htaccess file, based on information in the comment lines that start with ##.
